Berhampur: A panchayat sarpanch was arrested in Odisha’s Ganjam district on Thursday for allegedly amassing wealth 3,340% more than his known sources of income, a vigilance official said.The sarpanch of Ankorada gram panchayat was arrested after the anti-corruption agency traced properties valued at over Rs 1.54 crore owned by him, said Berhampur SP (Vigilance), Mayadhar Swain. Vigilance sleuths raided six places in Digapahandi, Sahu’s ancestral house at Nabarangapur and his gram panchayat office at Ankorada on Wednesday. They found 11 housing plots valued at Rs 10.34 lakh in the name of the accused and his wife, and a two-storey building worth Rs 20 lakh at Digaphandi, Swain said. Two buildings worth Rs 25.07 lakh and Rs 3.85 lakh at Nabarangapur another one valued at Rs 9.50 lakh were found by the vigilance team in their name.The sleuths found that the sarpanch has Rs 29.80 lakh in accounts various banks besides owning Rs 8.10 lakh-worth household items.Swain said 615 gm gold ornaments, 1.4 kg silver ornaments and Rs 44 lakh in cash were recovered from the sarpanch’s residence. He possesses two cars and as many motorbikes with a total value of Rs 34.10 lakh, the vigilance SP said.The accused was elected as Ankorada panchayat samiti member from 2007 to 2012, while his wife was sarpanch from 2012 to 2017. He then got elected as the sarapanch in 2017 and is still in the post. He was booked under the Prevention of Corruption Act and Arms Act after an unlicensed rifle along with ammunition were found from his residence at Digapahandi. droughtgujaratGujarat Chief Minister Vijay Rupaniniti aayog First Published: June 15, 2019, 10:08 PM IST New Delhi: In order to effectively deal with drought, Gujarat Chief Minister Vijay Rupani on Saturday proposed that the norms regarding the use of State Disaster Response Fund (SDRF) should be revised.”The recent years for Gujarat have been rainfall deficient and therefore, we have taken stringent measures to mitigate the effects of scanty rainfall,” he said in his speech at the NITI Aayog Governing Council meeting here Gujarat had received just 73.87 per cent of the average rainfall during the monsoon season in 2018.Rupani said the state would like to propose certain “revisions” in the SDRF norms.”As per Supreme court orders, the mid-day meal centres have to be kept open during vacations also after drought notification. The same applies to Anganwadi centres,” he said.”As the mid-day meal and Anganwadi centres have to be kept open, it is proposed that the expenditure incurred thereon should be incorporated in SDRF guidelines,” he added.The SDRF is the primary fund available with the state governments to deal with natural disasters.The central government contributes 75 per cent for general category states such as Gujarat and 90 per cent for special category states of the assessed SDRF each year.Rupani said that during the drought period, either the number of work days under the MGNREGA scheme should be increased to 200 days from 150 or the additional expenditure “beyond 150 days should be allowed to be made from the SDRF”.According to the current norms, during a drought period, the number of work days under the MGNREGA scheme are only increased to 150 days from 100 days.The chief minister said it is very important to reform existing SDRF norms to provide financial assistance for the entire drought period.”Total default time frame for relief aid during natural calamities, including moderate and severe calamities, is 90 days. Normally, during the calamities like cyclones, heavy rains and floods, it is not required to extend the time limit. However, drought is a very different kind of natural calamity; which lasts for about eight to nine months,” he explained.”And as the drought prolongs, the situation worsens which requires even greater need to carry out relief measures during such period. As the time limit for drought relief measures is confined to a maximum 90 days, it puts a heavy burden on state exchequer to continue relief works for seven to eight extra months,” he added.According to the current SDRF norms, the subsidy provision is for animals under cattle camps only, Rupani said.”It is proposed to incorporate financial aid for registered gaushalas and panjra pole as they also carry out very significant relief works,” he added.Panjra pole is an enclosure where old and sick animals are kept.According to the SDRF norms, financial assistance is provided only for the transportation of fodder.The chief minister said that during drought, the state government has to distribute fodder at subsidised rates. “Therefore, the procurement cost of fodder also needs to be incorporated under SDRF norms,” he said.The chief ministers for all states of India met on Saturday at the fifth meeting of NITI Aayog governing council.In his speech, Rupani said his government is committed to achieving the UN’s 2030 Agenda for Sustainable Development and have prepared “Gujarat Sustainable Vision 2030” as its commitment.He said the state government will leave no stone unturned in transforming Gujarat in line with the prime minister’s vision of transforming India into a new India.

Hyderabad: BJP chief Amit Shah said on Saturday many parties get divided after facing electoral defeats as they run “on the basis of individuals, family and caste,”but not the BJP, which has grown strong over the years as it runs on the basis of its ideology.Launching the party’s membership drive in Telangana, he said that in the electoral history of the country, many parties have broken and got divided with just one failure. Shah was hopeful about winning the next assembly elections in Telangana. He added that the saffron party will strengthen in AP and Kerala by next elections.Talking about Karnataka, Shah said “BJP formed the government in Karnataka earlier. Still we are told that BJP is not there in the south. Amaravati: Two days ahead of presenting his first budget, Finance Minister Buggana Rajendranath on Wednesday released a white paper on the state’s finances, stating that the YS Jagan Mohan Reddy government inherited a “terribly mismanaged economy” from the previous dispensation that left the state with a staggering debt burden of Rs 3.62 lakh crore.Agriculture sector, the backbone of the state’s economy, presented a dismal picture, registering negative growth in four fiscals though the overall Gross State Domestic Product (at current prices) for the year 2018-19 was expected to be Rs 9,33,402 crore as per advanced estimates. “The previous government had said agriculture, industry and service sectors had grown, but when we dug into the details, aqua culture and livestock were also included in agriculture which is against the normal standard practice and does not sound convincing.”By any parameter, 2014-19 has been a bad period for Andhra Pradesh. While the unwanted bifurcation of the state was one reason, people didn’t get the rule they wished for. The past five years of mis-governance, financial mismanagement, complete neglect of investment in human and physical capital, coupled with corruption, have pushed the state into the dark ages that were never experienced in its history,” the finance minister said.“Tall claims were also made of industrial growth, but there was no corresponding increase in power utility which calls the bluff of the previous government. It had crossed all limits in raising loans and putting them to unproductive and needless use. Many times it was very extravagant. Also, there are many unpaid bills which we have to clear other than these loans,” the minister said.Noting that 2004-09 (when late Y S Rajasekhara Reddy was Chief Minister) was a golden period for agriculture sector in the state when 5.07 per cent growth was registered, Buggana said 2014-18 period was the worst as the growth sunk into the negative (4.12 per cent).In 2014-15, agriculture sector per se registered -0.35 per cent growth followed by -12.28 per cent and -7.36 per cent in subsequent years. In 2017-18, the sector turned around to witness 15.31 per cent growth but slid once again to -9.83 per cent in 2018-19 (advance estimates), the minister said. He said the state’s revenue deficit stood at an aggregate Rs 66,000 crore at the end of 2018-19 fiscal. “It is evident that the previous government has had little control over the revenue expenditure, which continued to grow unabated, as it failed to manage its finances efficiently and prudently in accordance with the established norms, despite receiving revenue deficit grant awarded by the 14th Finance Commission. Making matters worse, (the TDP) government used borrowed funds for financing revenue expenditure, which substantially reduced the resource availability for capital investment,” Buggana said.This pushed critical sectors like education, health care and nutritional services into an abysmal state, he added. Talking about the debt, the minister noted that APsburden was Rs 97,000 crore at the time of bifurcation in June 2014. “In five years, it peaked to a whopping Rs 2,58,928 crore. Interest payment alone on the debt is projected to be over Rs 20,000 crore per annum, in addition to the repayment of principal to the tune of another Rs 20,000 crore,” he said.Huge off-budget borrowings by various corporations floated by the state government pushed the aggragate debt to a staggering Rs 3.62 lakh crore, the minister said.“A majority of the electoral promises made by the TDP ahead of the 2014 elections have remained partially or entirely unfulfilled. The All India Rural Financial Inclusion Survey, 2016-17, says that the incidence of indebtedness among agricultural households in the state is as high as 77%, as compared to the national average of 47%,” the finance minister said.”This is enormous but we have to slowly clear it. Its a tough situation but we will face it boldly,” Buggana said, adding that their governments emphasis would be onbuilding human capital through a slew of welfare schemes.”Everything will be made public in my Budget. The rise of Uber and Lyft has left automakers looking for a way to compete. Ride-sharing presents a threat to car sales, but it also presents a potential new source of revenue for automakers. Self-driving cars are expected to improve ridesharing services, in part because they can stay on the road earning money longer than human drivers. In addition to investing in Monet, SoftBank has stakes in Uber and Chinese ridesharing giant Didi Chuxing. Toyota is also investing directly in Uber’s self-driving car program.Joining Monet gives smaller automakers access to Toyota’s considerable research and development resources. Developing new technologies like self-driving cars is costly, and would likely be out of the reach of smaller automakers without partnerships. ARM actually already announced the foundations of this new generation of CPUs last March in its new DynamIQ technology. Designed specifically with AI and ML applications in mind, DynamIQ allows for a more varied heterogeneous mix of cores, like a combination of 1 high-performance core and 7 energy-efficient cores.That high-performance core comes in the form of the new Cortex-A75, the first of its line to implement ARM’s new DynamIQ tech. By itself, the Cortex-A75 already represents a significant jump in performance over the A73, despite the small bump in number. ARM boasts of a 20% increase in performance while retaining the same power efficiency as its predecessor.Not all devices, however, will need such high power cores running all the time. That’s where the Cortex-A55 comes in. Using the new combination of DynamIQ big.LITTLE architecture, manufacturers can mix just one Cortex-A75 and seven Cortex-A55 and still better performance than any 8 or 4+4 combinations from last year’s generation.These two CPUs, together with the new Mali-G72 GPU, comprise ARM’s vision of AI/ML-enabled devices that don’t need to connect with the cloud for off-site processing. This could definitely sit well with the likes of Google, who has started offloading some of the computational workload on devices themselves, via platforms like TensorFlow Lite. Joining the tip, though, is word that Apple has supposedly been in talks with movie studios about getting 4K versions of existing movies to put on iTunes.This will ensure that Apple TV buyers have at least a decent library of 4K and HDR content when the new model launches. Where Apple is at in these talks, though, isn’t revealed, nor do we know how many 4K movies iTunes may offer when the device launches. Assuming, of course, that all the rumors prove true.The sources go on to claim that Apple has also been talking with companies that offer video apps for Apple TV, and that these talks revolve around its plan to offer a 4K version of the streaming device. As well, Apple has reportedly been talking with content creators about bringing 4K content to iTunes, the sources indicating that these talks may be for original rather than existing content, though the isn’t clear.A recent report claimed that Apple is readying a $1 billion budget for original content next year. The move will greatly expand upon the company’s current limited number of original shows, though details about what kind of content we can expect are slight.
