throwing the ball to Joginder Sharma or Ishant Sharma in the final of the World T20 and the Champions Trophy respectively or promoting himself in the batting order in the biggest final of all he has typically been decisive and resolute Even when it hasn’t succeeded eg when he refused to give Ambati Rayudu the strike in the final moments of a T20 against England in 2014 at Edgbaston and India lost there was no second guessing He had decided what was in the best interest of the team and acted accordingly If it did not pay off so be it He understands that every decision isn’t going to pay off What’s important is to act in accordance with your convictions File picture of MS Dhoni AFP But in India’s ODI series against South Africa Dhoni appeared to lack the courage of his convictions He had called out Ajinkya Rahane on the previous tour of Bangladesh saying the Mumbai batsmen was not suited for the middle order on slow subcontinental pitches and needed to wait his turn since the top three in order – Shikhar Dhawan Rohit Sharma and Virat Kohli – were set (the stats backed Dhoni up on this one) Yet in the very next one-day series against South Africa Rahane was not only back in the team but batting at No 3 thereby pushing Kohli down to No 4 And then after two games and two half-centuries he was moved down to No 6 a position he was not supposed to be suited for while Dhoni slotted himself in at No 4 It didn’t end there Rahane was back up to No 4 for the fourth game as if the team was picking its batting order by playing musical chairs in the dressing room Dhoni also stated he wanted to bat up the order but also that he couldn’t because nobody else had the experience to bat at No 6 or No 7 so he did both over the course of the series Captain Cool had transformed into the Tinkerman All of which is to suggest Dhoni is not only uncertain of his best XI but also how to get the best out of the players as a combination There also appears to a mismatch between team director Ravi Shastri’s "ra-ra approach" and Dhoni’s understated balanced way of functioning In theory the two approaches could complement each other or equally lead to confusion And confusion is the enemy of effective leadership When doubt creeps in as with any endeavour the end product typically suffers Against Australia Dhoni will not only have to figure out how to integrate a handful of new faces in the squad – Manish Pandey Gurkeerat Man Singh Rishi Dhawan and Barinder Sran – but he has to do so in the absence of a couple of dependables in Suresh Raina and Mohammad Shami Will Dhoni back Pandey or Gurkeerat to play the finisher at No 6 or will he resign himself to that slot even though he knows that he is no longer as brutally effective as he used to be One thing to keep in mind is that the only way for a player to gain experience as a finisher is to do it If the next generation is to be groomed they can’t start fast enough To do that successfully India need Dhoni to be at his clear-headed best Experienced players can often figure things out for themselves but rookies generally need their roles in the team to be well defined Ideally they need to feel they have the backing of their captain too The stakes are high for Dhoni personally too Excluding the abandoned West Indies series in India in 2014 India has won only one of its last five ODI series under his leadership losing to South Africa home and away New Zealand away and most tellingly to Bangladesh for the first time ever They failed to win a single ODI series in 2015 Hopefully the tinkering against South Africa has resolved the dilemmas in Dhoni’s mind and he is now comfortable with how the pieces of this team fit together because you can be sure Australia will punish any hesitation or uncertainty Dhoni and India can’t afford to vacillate any further By: IANS | Mumbai | Published: January 20 2017 1:37 pm Rahul Dholakia said Shah Rukh Khan’s inputs helped him immensely while shooting for Raees nearly two-month-long sabbatical Rahul Gandhi has spoken in remarkably quick succession at a party rally and in the newly reconvened Parliament The subject of both public interventions — rural distress in general and specifically the NDA government’s proposed amendments to the UPA’s land acquisition act — is a central concern of this moment and one that demands greater discussion and serious deliberation Yet the fact that Rahul spoke at all has overshadowed what he said and for that he must bear much of the responsibility At the Ramlila Maidan and in Lok Sabha he broke a long silence that was as unexplained as it was inexplicable That the Congress vice president — or its president-in-waiting — was missing in action in the street and in the House created needless scenarios of suspense and reflected poorly not only on him and his party but also on the state of the Opposition Rahul’s speeches signal at last an acknowledgement that the Congress leadership needs to be seen and heard that political communication is important and that reticence is not a good idea in an argumentative democracy But given Rahul’s own record the scion’s ghar wapsi does not settle all doubts For one he had earlier taken up and abandoned issues in no particular order in Bundelkhand Niyamgiri and Bhatta Parsaul While his speeches at Sunday’s rally and in the Lok Sabha on Monday promise to concentrate public attention on growing rural discontent even as they help the Congress to climb back into the political arena perseverance and follow-through will be key Then there is the crucial question of what the Rahul-led Congress has to say on the issue the solutions or the roadmap it has to offer to the beleaguered farming community While Rahul’s speeches have announced a more punchy style and the determination to press the charge of being pro-industry on the Modi government they have suggested a worrying intent to drag the battle down to an unimaginative “rich vs poor” rhetoric that trades on contrived oppositions and antagonisms There is also a tendency to speak to the past not the future Rahul’s comeback may mean that the Congress finally gets a leader who is not reluctant to lead but for the party a difficult path lies ahead It needs to deal with the challenge of organisational renewal while holding the Modi government to account and also updating its political shibboleths in a time of fast-paced change with competition heating up in the opposition space Rahul has spoken and that is good but he and his party have much to do For all the latest Opinion News third-party aggregators while agreeing to telecom department’s views that government money can be used for connectivity Representational Image (Source: Reuters) Related News Regulator TRAI has stuck to its recommendation of allowing free data to consumers in non- discriminatory manner by third-party aggregators while agreeing to telecom department’s views that government money can be used for connectivity rather than supporting free data scheme to rural subscribers The Telecom Regulatory Authority of India (TRAI) noted that data had become affordable due to tariff war in the telecom sector and that “concern with regard to availability of affordable data services has been mitigated” “…the authority tends to agree with the views of DoT (Department of Telecom) that a larger focus is required on connectivity content availability in local language and digital literacy The resources could therefore be effectively utilised to address the said issues” TRAI said responding to telecom department’s views on its free data recommendations In December last year TRAI had recommended that a “reasonable” amount of free data access – around 100 MB per month – be provided to rural subscribers and the scheme could be funded from the Universal Service Obligation Fund (USOF) However the DoT subsequently pointed out that cost of an internet enabled mobile handset was a bigger “obstacle” than the tariff of internet access and that the latter had already been addressed to an extent through market competition The DoT questioned whether it would be worthwhile to provide a subsidy to those rural subscribers who already owned smartphones The telecom department opined that the applicability of the proposed scheme was “limited” thus undermining its reasonability and tenability TRAI on its part justified its recommendations saying they were in sync with the larger objectives of the USO scheme It also highlighted that India had the highest unconnected population in the world as per state of Broadband 2017 report At the same time TRAI stood firm on its other recommendation relating to introduction of third party ‘aggregators’ to facilitate and incentivise free data The regulator asserted that the mechanism suggested by it in this regard had enough safeguards to protect against discriminatory behaviour by an aggregator for or against a telecom service provider The proposed model also provided for aggregator declaring the cost for providing free data to consumers thus ensuring “complete transparency” it added TRAI also emphasised that in the mechanism suggested by it an aggregator was under an obligation to provide services in an operator-agnostic manner’ meaning that no telecom operator could be denied the services of an aggregator For dismissed the plea of victim’s parents for sending the juvenile to face trial in regular court (Reuters) Related News The Supreme Court on Friday dismissed pleas seeking fresh interpretation of the term ‘juvenile’ in the statute and leaving it to the criminal court instead of Juvenile Justice Board to determine the juvenility of an offender in heinous crimes A bench of Chief Justice P Sathasivam justices Ranjan Gogoi and Shiv Kirti Singh rejected the two petitions filed by BJP leader Subramanian Swamy and parents of the December 16 gangrape victim challenging the constitutional validity of the Juvenile Justice (Care and Protection of Children) Act 2000 The bench dismissed the plea of victim’s parents for sending the juvenile convict in the brutal gangrape and murder case to face trial in regular court saying there was no question of sending him to face regular trial It said that there is no unconstitutionality for fixing upto 18 years of age for the offenders to be tried under the Juvenile Justice Act During the proceedings earlier the two petitions were opposed by the Centre The victim’s father had said that the August 31 2013 verdict of the Juvenile Justice Board was not acceptable to the family and so they challenged the Act as there was no other authority which they could approach for such relief He had sought a direction to declare as unconstitutional and void the JJA to the extent it puts a blanket ban on the power of the criminal courts to try a juvenile offender for offences committed under IPC His counsel had said “mental and intellectual maturity” of the juvenile involved in the December 16 gangrape has to be taken into account and should be put to trial like the four other accused who have been awarded death sentence The petition by the victim’s parents had said the juvenile “is liable to be tried and punished by the criminal courts for the aforesaid offences complete with the judicial discretion on established principles of law regarding the award of sentence keeping in view amongst other factors the nature and gravity of the offence” Additional Solicitor General Siddharth Luthra had opposed the plea saying that “judicial flavour is not lost in the JJB proceedings” and the age limit of 18 years fixed for not trying a person in criminal court is a valid parameter based on research worldwide The petition had referred to the trial court verdict by which four adult accused were convicted and sentenced to death and sought similar trial for the then juvenile offender who has now turned major In his petition Swamy had said the Act provided for a “straitjacket” interpretation of the term ‘juvenile’ that a person below the age of 18 years was a minor and it was in violation of the United Nations Convention for the Rights of the Child (UNCRC) and Beijing Rules on the issue The UNCRC and Beijing Rules say the presumption of “the age of criminal responsibility” be fixed while “bearing in mind the mental and intellectual maturity” of the offender he had said Swamy had said he was neither seeking lowering the 18 years limit set in JJA nor his plea is individual-centric and the reference of the juvenile one of the accused in the December 16 gangrape case in his plea was merely an illustration For all the latest Delhi News download Indian Express App More Related NewsWritten by Press Trust Of India | Published:
